Found an iPhone 11. Can I find the owner with imei or SIM card?

My son found an iPhone 11 and it has an AT&T SIM card but AT&T won't tell us who it belongs to. Is there a way to find the owner with the IMEI number? We just want to get the phone back to original owner. Thanks!

Not your job to find the owner.

Drop it off with the police in the area you found it.
