Please, there is a confusion regarding IOS ( on iPhone ONLY ) and macOS 10.13.x ( High Sierra ) On Computers - Only. You can continue to macOS High Sierra for as long as you decide. The problem is, the iPhone, once it has been upgraded to whatever version - there is not getting a Do Over - Rollback to previous version. That is by design by Apple.

Accepting iOS 14.4 was a slip of my finger. With 14.4 I can no longer use my photos on my iPhone 6s. I have been using High Sierra since it came out on my iMac desk top, my iMac Pro, and of course my 6s phone all working in unison. Especially working over 18 years doing Genealogy on Ancestry. So you can see why I'm so disgusted in not being able to change back to High Sierra.
At the Bottom look for "Year" "Months" "Days" "All Photos" and choose the view desired - Year listed by year, etc Months - list by Month etc and soon on and so forth
I do not want the upgrade iOS 14.4 on my iPhone 6s. I want to continue running iOS 13..6.1 High Sierra

Your question is confusing, to say the least.
The mac is HighSierra (OS ), the iPhone has iOS 14.4.
There should be no problem with that for photos at all.
I use a combo like that.
I agree, something is messed up in my iPhone settings and I can't seem to figure it out.
Perhaps by providing more specific details of what is the issue on the iPhone we can offer some guidance.
When opening my Photos icon I'm not seeing 2021 pictures, such as something I may shot this month, March for instance.
