My apply music cannot be transferred to my new device and now I have to wait 62 days how can this issue be resolved

Did you create a new Apple ID? There is very little reason to do so. Items acquired with one Apple ID are forever tied to that Apple ID and cannot be transferred or merged with another Apple ID unless you change it according to:

There is a time limit (I believe 60 - 90 days) between when you can switch Apple IDs (unless you follow the above) on a device and I believe that is what you are seeing.
