My Apple Watch is blocked with another Apple ID is it possible to reset it and erase everything as if it were brand new?

Your Watch is used and belonged to someone else. It is locked to their Apple ID by Activation Lock. This prevents lost or stolen Watches from being used by someone else.
Unless the original owner removes this watch from their Apple ID for you, you will never be able to use this watch.
