If the status light flashes continuously, then that indicates a failure to start up properly. The remedy is to first try a restart of the device (disconnect from power for a minute or two). If that doesn’t improve the situation, then do a restore of the system software, through a computer, as described here: Restore your Apple TV - Apple Support
