Cant get siri to stop suggesting texts outloud even after i deleted siri

I have an iphone 8plus and even after deleting the app siri eill not stop suggesting texts. Help me please

Settings, Siri and suggestions

Turn off all suggestion switches

Then for each app turn off all suggestions.

You cannot delete Siri, only turn it off.

You may not have deleted the app in question. Check App Library after your last home screen
