Is there a way to have my music on a device that it wasn’t downloaded on without paying $10 a month for Apple Music? I do not have a computer. $10 a month is a lot for something I already paid for. I bought a new IPad and it just feels like I should maybe just buy new music.

Yes, if you have an iTunes/Music library on your computer, you can sync music to a device. You do not need a subscription. Just follow the steps in here:
