could not create a preboot volume for apfs install - mac pro 2009 @5,1

how can i fix this?

yeah - I couldn't format it in recovery so I made a bootable usb for high sierra on another mac following a yourtube video that utalizes terminal to create the usb isntaller then did everything from that installer instead
