How do I move photos to iCloud? How fast can I access those photos and videos from iCloud? I purchased 2TB of extra storage but cannot access my apps or add photos. Getting a message that storage is full. Please advise.

Please note: buying more iCloud storage does NOT increase the storage capacity of your device. That is fixed to the amount you purchased it with.

And, as to "how fast" you can access: that depends entirely on your internet connection. Uploading images wirelessly will always be slower than via an ethernet cable.
