How is it not working?
While the software it originally come with may no longer work if its not 64 bit, the Printer itself should.
If you go to System Preferences->Printers & Scanners can you see it there?
If its AirPrint compatible and connected to the same Wi-Fi network as the Mac, it should just appear as an option when attempting to print from any App in the Print Dialog.

It would start with you providing us with the explicit model of that HP printer. If it is networked (wired/wireless) you might check if it is supported by Apple's built-in AirPrint. If it is, then you don't need HP software or drivers to support this printer. You would re-add the device choosing AirPrint for the driver.
Ok so this worked for me. As I was trying to print/scan I was getting error saying something like "HPDM.framework issue .." and I was unable to print, all this after I updated MacOS to BigSur.
The fix is as follows:
The last driver support from HP for the Photosmart C4480 was for OS X Mavericks in 2014. It is not supported by GutenPrint either.
You have been using a 32-bit driver and now that driver is unsupported in macOS Big Sur which requires 64-bit drivers. HP gave up on this device several years ago. Any replacement printer you decide upon should indicate that it supports Apple's AirPrint, and/or is on the AirPrint list of supported printers.
[Update. I see you got it working, but don't know how that is possible with that age of printer and lack of driver support]
Now my MacBook Pro recognizes my printer. I've no clue why. Yesterday I went into system preferences printers and scanners and it didn't show. This morning it showed and is now working. I do have some sort of gremlin that occasionally causes minor problems. Maybe that was it. It mostly messes with iCloud mail thru Safari.
As I said, the Printer should continue to work. its bundled software might not.
If you turned off the computer between updating and now, the reboot may have allowed macOS to rescan connected devices and correctly detect it.

after an intermidiate upgrade 11.2 -- > 11.3 my HP Laserjet 2420dn sopped working. And only after i got the x86 emulation reinstalled it was working again.
Somehow the ppd of the old hp printer seem to have issues.
P.S.: This is related to M1 machines.

As was mentioned, the software part of it may not work. The printer should continue to work without the software and without Rosetta for Intel translation (not x86 emulation), by adding it directly in the Printer settings in System Preferences if its not automatically detected.
Don't get too fixated on wireless networking. I have a wired Samsung ML-2955ND that is supported by AirPrint on Big Sur as it is on Mojave.
Maybe should have said Network Capable rather than wireless.
My printer is an HP Photosmart C4480. It is not on the AirPrint list.
I've always pugged it into my MacBook Pro.
