I have purchased monthly 50GB, subscription, my phone memory 60 GB, after my payment still my phone has been showing memory low, why my phone memory files are not transferred to iCloud? Is there any issues?

Storage issues
How have you migrated the files to iCloud so far?
First in Settings, General, iPhone storage, turn on optimised storage.
I suggest you look at all recommendations in those settings, including massive cleanup of social media apps if they are big.
Second is manually moving static data to iCloud Drive.
