Can someone see my iCloud data if they have my Apple ID password?

If someone logs in from my apple

id on their device and initially not restore iCloud backup such as photos and messages, can they do it later on the same device without needing the code that is sent on my iPhone?

If you have 2 Factor On the answer is NO. They would need the code sent to your phone UNLESS the other device is also a Trusted Device. I recommend changing your password if in doubt.
