I had to cancel my Apple Music subscription in Canada and restart it in the US to change countries and billing currency (I recently moved). Now that I have Apple Music in the US, all my music from back when I had an Apple Music subscription in Canada is gone. How can I get all those songs and playlists back?

I'm afraid you can't. Once you cancel your Apple Music subscription or if it expires, there is no guarantee if or for how long your music library will be retained I(especially if you change country/region).
