If you use the Erase all Content and Settings option on the iPhone directly or restore it to factory condition through iTunes or Finder on a computer then yes, anything synced or backed to iCloud will remain there and can be accessed when you log in to the iCloud account again.


You can go to https://icloud.com to verify what is being synced to iCloud.
