Prevent user from resetting Screen Time passcode with Apple ID

Previously, you could set a screen time password that could be used to prevent the user from installing apps, etc., and there was no way around it. But now it appears that even if you cancel and skip the option for allowing an Apple ID to reset Screen Time, the phone will still allow the user to reset the Screen Time password with an Apple ID. We also tried using a second Apple ID to secure Screen Time, but this didn't work either because the person who signs into the phone with their Apple ID can still reset Screen Time even though Screen Time password recovery was set up with a different Apple ID. This appears to be recent and prevents Screen Time from working. Any idea how to lock a phone with Screen Time like you could previously? Thanks

We would like to see how we can help you with Screen Time. Are you using Family Sharing? If you’re using Family Sharing to manage a child’s account, passcode reset options shouldn't be available on their device. Check out this link under the section "How to reset the Screen Time passcode for your child's device" and contact Apple directly if the issue persists: If you forgot your Screen Time passcode

It’s not recent; it’s worked that way ever since Apple provided a way to reset the screen time passcode. Prior to that change there was no way to reset a screen time passcode other than to restore the phone to factory settings and not restore a backup. That change was about 2 years ago. Apple assumes that an adult with an iPhone will be the only user, so it shouldn’t be an issue.
