You Need to Use Screen Time:

1. Go Here: Use Screen Time on your iPhone, iPad, or iPod touch - Apple Support
2. Scroll to: Always Allowed
3. As it Reads: "Phone, Messages, FaceTime, and Maps are always allowed by default, but you can remove them if you want."

You can set restrictions to the device with screen time on the child’s device. You should be able to disable the messages application.
