On an iOS device or a Mac.

Read about Messages in Apple's support document called Use Messages in iCloud. Note the passage stating that "You can use Messages in iCloud on your iPhone, iPad, iPod touch, Apple Watch, and Mac."

The messages themselves are hosted on iCloud but must be viewed locally on one of the specified devices.
