Apple Music question

I have an Apple Music subscription and I am wondering why I don't have the same access to all songs as some one without a subscription. I have been trying to download certain songs and I get a message that pops up saying that it isn't available in my area, but someone who doesn't pay for apple iTunes has full access to it and can purchase it directly from iTunes and they are in the same area as me. Please help me to understand this.

Purchase it, isn’t available for subscribers in your region. Has to do with DRM (digital rights management) which in turn is about royalty payments which are region-dependent.
