That tells me that the Messages app is having issues activating.

Please follow the instructions in this guide listed by Apple ➔ If you can’t turn on or sign in to iMessage or FaceTime.

Do you see your phone number listed in Settings under Messages? Let’s find out..

Open Settings ➔ Messages ➔ Send & Receive: Here, under “You can receive messages to and reply from”, you should see your Phone Number and associated email address(es). Uncheck all the email addresses and leave your phone number checked.

Scroll down and locate Send New Messages From: Here, ensure that your Phone Number is listed.

If, for any reason, you do not have your Phone number listed in Messages setup (above) then ensure that you have an active SIM and cellular service on your iPhone. If you can make and receive phone calls then you have an active SIM and service on your iPhone.
