Unable to activate "Find my Mac" via APPLE ID menu screen

When I select "Find my Mac" on the APPLE ID screen, it will not activate. The system prompts me to allow "Find my Mac" to use the location of this Mac. A small "setting up" indicator appears next to Find my Mac but nothing happens.
