CVA QR Code for Covid, cannot add to Apple Wallet

When adding the QR from CVS (for Covid), it does not give me an option of putting it into the Apple Wallet, only Health. How do I put it in Apple Wallet?

iPhone SE, iOS 13

Yes, steps are good. I didn't have the 15.1 update for the phone, so when I went to add, the wallet was not a choice. Once I had that updated, it showed just like the picture in the setup steps. Thank you for the answer.
