No. This is not a bug. It decreases as time proceeds, eventually depleting (which is something to avoid all together). The percentage is just a guestimation. So, all is fine.

Getting this Replaced:

Once it reaches 80%, then it is most certainly down there. It would then be time to get a new battery. I've only had my percentage go up one percent once(proving it is a guestimation). So, if this is still covered under warranty, then contact Apple Support, seeing if you can get this battery replaced, free of charge.

Apple Contact Info:

Why the Wait:

Phone calls are taking a bit to go through at the moment, due to lots of calls. With the Coronavirus Pandemic, many are at home at the moment, with much time on their hands to contact Apple. So, just stay on the line, and you will get through :)

"It’s ok with battery health decreases, but it's dropping faster than before,: dropping 2% within half a month (iOS 15) while in iOS 14.3 need 3 - 5 months for dropping 1%"

Yes. It is OK. There is no way to determine when this starts. Note that an iPhone typically gets 1-3% degrading right out-of-the-box. So, all is OK, from that perspective too.
