My Apple Mail accounts do not show all of my email in "All Inboxes"

I do not have filtering on.

If I search for a known email, it will show up. Once I remove my search terms, the email "disappears" again.

Not sure the best way to remedy this. I can't search for email from all of my senders throughout the day to see if I have new mail.

the new Montery mail has a favorites tab where you can add in the inboxes of all your accounts. This pretty much does the same thing and I noticed that once I did that, all inboxes were showing
