can the new MacBook pro 16 be charged with the USB c or just the Maglite?

It can be charge with both. But note, it might charge slower on USB-C, depending on the Watts of the source.
Charging over USB-C from my LG UltraFine 5K can take about 8 hours.
Charging via a Thunderbolt dock can take around 2 hours (almost as good as the magsafe).
