I have music uploaded, but not purchased on iTunes/Apple Music, and it won't play.

I think with iOS devices you only get to play from the home shared library, not download. You can connect to the computer and sync the content that you want to have on the device. See Use iTunes to sync your iPhone, iPad, or iPod with your computer - Apple Support.

Do you still have access to the original files on at least one computer or external drive? See Identify cloud status icons in your music library on your Mac or PC - Apple Support. Is the status definitely uploaded rather than waiting?

I’ve executed your instructions.No activity of grayed tunes in library. Synch Library has been turned on.
This condition arose after I bought new Mac mini and installed. Perhaps grayed titles did not transfer into cloud? Still no response after File>Library>Update Cloud Library.

Apologies for the delayed reply. I will check the music files.
I will click the Home option in the Finder menu, then open the Music folder, then open the iTunes folder. I’m betting they’re not locally stored, and I’ll find them there.
I hope I don’t need to go into my previous Mac mini, but will do if needed. I will report back if successful, or not.

Waiting. I have my previous Mac mini plus Time Machine back up of previous Mac mini. Thanks, turingtest2
On the Mac with a working library use File > Library > Update Cloud Library. Once complete check for remaining tracks that are waiting and repeat if necessary.

Are those waiting tracks locally stored on that computer? If not can they be restored from backup. Waiting tracks can only be uploaded if they are stored locally and play.
