Make sure they are both associate to the same iCloud Account.

Turn on iCloud Contacts on both devices. See: Set up and use iCloud Contacts - Apple Support
icloud contacts are on for both devices. i'm not really sure why it isn't working, maybe i have to wait a bit. thanks though!
