I purchased iPhone13, I can't get hold of the previous owner to re move his icloud account from the phone, please help how to remove activation lock without previous owner.

You can't. It's an anti-theft measure.

If you really want to, you submit an unlock request as described in the Related Article above, but it'll almost certainly be denied.
