I just had my settings app pop up and tell me I am being hacked and all my contacts are in trouble because of it I had 10 secs to press the connection and then I was to download a apple protection app. It was supposed to have come from apple security is this a hack?

A scam. Where was this popup seen? If you were in website, then its a scam from that website or an add on the website.
It is not from Apple. Apple would not restrict action to a 10 second window if it was really happening and they somehow knew about it.
