If iCloud is set up in new MacBook , Set up iCloud on your Mac - Apple Support
And same Apple ID and password on the same network is signed in with new Mac and Mac mini the files can be shared see the article Use iCloud File Sharing to share documents with other iCloud users - Apple Support

Mc mini and Mac book air are synced , from Mac bok air you can drag and drop files to some other locations Work with folders and files in iCloud Drive - Apple Support
The files will be removed from iCloud.com but remain in Mac , you'r query is just opposite of it send feedback Feedback - iCloud - Apple , to be clear don't add .nosync with file extensions
Thanks for your reply. I've got access to the files, my issue is that the desktop on my mini Mac is now what I see on my MacBook. I'd like to be able to access files on the iCloud without having the files on the MacBook itself. I hope I'm being clear.
To be clear. I'm reffering to files I already have on a Mac mini.
