You cannot. You must recover access to the Apple ID before you can remove Activation Lock.

Since you posted in iPad for Business and Education, I'll add to Phil0124's response that if the device is enrolled in a Mobile Device Management platform, that platform may be able to be used to remove activation lock (not all MDMs offer this feature).

If this is an Educational ipad your tech department may have your Ipad in their MDM and can access your ipad to unlock your Activation Lock.

If all else fails you will need to call Apple support 800-APL-CARE (800-275-2273) or chat to an Apple specialist online.

If you do this you will need to prove you are the owner of the device.
