Transfered into iphone 13 pro 256gb and my system data is 98gb any suggestions?

Most likely, your iPhone is still calculating the storage, and that is currently inaccurate. If it doesn't change, Restart your iPhone - Apple Support and make sure iOS is up-to-date: Update iOS on iPhone - Apple Support.
