SIM card removal.

I am unable to remove my SIM card even with the correct tool. Why would that be?

iPhone 11, iOS 15

Potentially, the SIM card tray is damaged or the SIM card itself is misaligned preventing you from opening the tray. It takes a bit of pressure to open the tray ... but not too much.

If you are still unable to open it, you may need to pay a visit to your local Apple Store's Genius Bar or Apple Authorized Service Provider to have them take a look and provide assistance, if required.
