Widget gallery
Can you add apps to widget gallery or refresh it(ios15)?

A custom shortcut which opens a particular app can be easily created:
Shortcuts User Guide for iPhone and iPad
...and then added as a Shortcut widget. (In the widget gallery, enter "Shortcuts" in the search bar at the top.)
And a Smart Stack can be created consisting of multiple such shortcut widgets:
