Can I allot a certain amount of storage to each family member? My teenage daughter is hogging the storage.

No, shared space can't be rationed. All family group members can use what they wish.
You'll have to consider subscribing to the next largest iCloud+ plan - or commence negotiations with your daughter. I know it's a tough job - I have two.
