Why are my passwords not updated from the iCloud backup?

I backed up my old iPhone per the instructions and when my new iPhone updated from the iCloud, most of my passwords and user id’s were not backed up or transferred to the new phone:(

If you have Keychain enabled for iCloud (Settings/[your name]/iCloud/Keychain) then passwords are not included in the backup. Instead, they will sync from iCloud when you turn that switch on for the new phone. Note that your Apple ID must have 2 factor authentication for iCloud Keychain to sync.
