Apple Watch Fall Detection

My apple watch's fall detection has gone haywire. It is not notifying me of a suspected fall but is immediately notifying my emergency contacts. It keeps doing it over and over. It has done it about 5 times in the last hour. I tried turning the phone off and rebooting it, but that did not help. The only way I could get it to quit was to turn the fall detection off completely? How can I get the fall detection working properly again. This is one of the main reasons I purchased the watch.
