iCloud automatically uses your Apple IDs payment method. Just follow the steps in the support document you posted from to add a payment method to your account and iCloud will use it.

If you use a different iCloud account to the one you use for iTunes & App Stores, then you will need to access the account you use for iCloud to add a payment method for it.
