My iMac is El Capitan os10.11.6 (early 2009. I can't upgrade to Sierra. I need a new inkjet home printer/scanner and have been unable to find one. All seem to need an os 10.12 minimum.

In principle, the driverless AirPrint technology should work with systems as low as Mac OS X 10.7 Lion.
Printers supporting AirPrint are listed in About AirPrint - Apple Support.
However, a printer manufacturer may set higher system requirements, partly based upon extra software used for setup, ink management, and similar purposes. You would have to check whether the software in question is absolutely needed in the individual case. One should not rule out that a printer with a macOS 10.12 Sierra requirement in fact could be used with a lower version as well, at least with a manual setup (and without free ink or ink subscriptions, if applicable).

is an old page that lists the versions that were compatible. If you find a printer model go to the official site and see if the driver is still available, and then order that printer.
I also strongly suggest getting a printer that support AirPrint. At work, AirPrint has made using the company printers so much easier.
