If my old iPad has the iOS 9 update, is there any way to update it to the newest update so I am able to download apps and use it normally?

No way to update it. It is simply too old and too underpowered to run anything higher than iOS 9.3.5. One has to expect that these 9 and 10 year old devices would one day become obsolete. That time has arrived for your iPad. You'll need a newer, more modern iPad if you want modern apps.
If you're referring to an iPad 2, iPad 3, or first generation iPad mini, it's not capable of 10 or above. Otherwise, use a computer or the Software Update function in Settings.

Yes, it’s an iPad 3. So there’s no way to update it and download games? No games are compatible with the device.
Try downloading them to a newer unit on the same Apple ID first. If you can't or that doesn't work, there isn't.
