Only if the Unicode consortium added it first. Emojis are essentially characters in the alphabet. This is essentially asking Apple to create its own letter in the alphabet. That would have no meaning unless everyone else added that letter to their alphabets too. That can get messy. This is why there is one group, the Unicode consortium, that decides what characters get represented on computers. They have pretty strict rules for flags. No one here in this user-to-user forum would know the answer to that. You can let Apple know what you'd like to see here:
I do seem to recall reading that Apple only does flags for recognized countries, not subunits. For example, although there is a U.S. flag, there are no flags for the individual states or territories that make up the United States.
