Once my teen turns 13 can she switch off family sharing by herself? If so, how can I switch off her phone when she is not cooperating? Will I need to set up screen time on her phone?

Regarding features for a child's Apple ID and device, you can use Content & Privacy Restrictions in Screen Time. This will allow you to block or limit specific apps and features on your child's device.
