I've forgottten my iCloud password

I've forgottten my icloud password. I 'm now locked out. I'm trying to erase my old ipad for resale. My Apple ID password doesn't work and I've changed it a few times. I don't think I should have to wait several days to only get locked out again. I had a previous case number with a gentleman "Pankaj" on 8/8/22 at 11:32 AM. I'm still unable to erase all data on my old iPad so I can hopefully resell it. Is there any concrete support Apple can provide to sold my issues. I assure you I'm not a thief!
