My mouse doesn’t seem to correspond to computer. The arrow is frozen on the screen. I can type in to sign on and off but nothing else. I cannot access any other functions of computer with mouse

You charge the mouse with the color-coded lightning cable you got with the computer. Unfortunately, you can't use the mouse while charging since the connection is in the bottom.

Is it fully charged or does it have fresh batteries if not a Magic Mouse?
If it's lost its Bluetooth connection, you'll need a USB mouse to reconnect.
Is it charged? Did it lose its pairing? you might want to re-pair it.
It is a good idea to have a USB wired mouse on hand for these kinds of situations.
