You are going to want to try changing the settings for sound that will work best with the hearing aids you use. Take a look at the link below for some of the settings you can test.
If none of those seem to work out for you, then we recommend going to Accessibility - Hearing - Apple for more details. Apple also has a dedicated Accessibility team to help.

All replies do not address my use case: Apple Watch 8 has barely audible sound volume for alerts during exercise even though voice calls volume is OK. Can anyone help for this specific use case?
