If your internal storage is full, your only option is to better manage the storage that you have - and delete unused Apps or unneeded data.

“Offloading” Apps can be a helpful method of creating temporary space for a software update.

If you need more space for an update on your iPhone, iPad, or iPod touch - Apple Support


Performing the update using a Windows PC (with iTunes installed) or a Mac computer (with iTunes or Finder - as appropriate for the installed version of macOS) may also be easier if you are short of storage space, as the update will be initially downloaded and unpacked on the computer prior to being installed on your iPad. By contrast, and OTA update from iPad settings requires more available space - as the update must be downloaded and unpacked/verified on the iPad prior to installing.
