Does this update slow down my iPad. So that I may have to buy a new one?

It is a general consensus among Apple product users that Apple purposefully slow down the speed of older products. We use same product (e.g. Adobe Acrobat Reader) but it’s response time reduces with every new OS update. Some apps don’t even offer updates and still a visible lag can be seen after IOS update.

So my question is;

Does this update slow down my iPad. So that I may have to buy a new one?
