A1. Based on Personal Experience... For Financial Assistance, contact Apple Support. Seems it has yet-to-be processed. I've come across this issue, and it turned out to be a transaction that did not go through successfully due to Utility work down the street (nothing on my end). So, I called them, and the fixed this to how it should be.
Q2. "There was a glitch on your system that messed up with my purchase. I was successfully purchased but the app keeps asking me to "re- make a payment" Check your system. You should receive 369฿ from my Apple ID. And if not then I'm gonna wait a few more days and see if the money will return to my Bank Account."
