I have an iPad 9th generation with a lightning / usb-c cord. Can I connect this iPad to my Windows laptop (iTunes) using my iPhone 8 cable (lightning to usb)? I don't have a usb-c port on my laptop and I want to sync my itunes music to the iPad.

Assuming that your iPhone charging cable is the older (rectangular) USB Type-A to Lightning cable - yes, this cable can be used to connect your iPad9 to your computer.
