Receive texts from which device?
With the limited information that you have provided, It is hard to even guess the problems faced by you.

You mentioned that your new iPad won’t receive most texts. Can you distinguish whether you are receiving only iMessages and not SMS messages?
Can you double check the following setting on your iPhone?:
Open Settings ➡️ Messages ➡️ Text Message Forwarding: Ensure that your new iPad is listed here and that its switch is set to ON.

I've just changed this setting and will have to wait until tomorrow to see if that is the problem. (It's quite late where I live.) Some texts are coming to both iPhone and iPad -- but not all. ??
I don't know how to tell the difference between an iMessage and an SMS message?
I did not have this issue with a different iPhone/ipad combination. No special settings were required.

Another thing I've noticed - when I try to pair the phone and iPad with Bluetooth, the error message is 'iPad not supported'. No problem to pair the iPad with a magic keyboard. I've fully charged all devices, kept them plugged in, turned them off, signed out/in of iCloud.
Really puzzled on this one --

Hope you have gotten to sleep and are reading this after you have awakened. You cannot pair an iPad and an iPhone (or an Mac) over Bluetooth. This is by design and not a flaw.

FYI - SMS Messages are to and from Non iPhone users (Green Bubble). IMessages are to and from iPhone users (Blue Bubble). Have a great night.
