I want to upgrade my iCloud to the latest version thank you

Apart from on a Windows machine I believe there is no iCloud app as such. iCloud works through other apps such as providing a backup service, data storage, etc. To keep that "up to date" you need to make sure your hardware (which you do not mention) is running the latest version. To provide more advice we would really need to know what hardware you are using.
